given an assurance that they may have sufficient

Opium to meet the demand at the existing price.

(see No.4 on 52836). Sir Malcolm Delevingne

was not consulted about the actual terms of that

despatch but he had a copy of it and it was

discussed at a later meeting of the Inter-Departmental Committee with Sir C. Clementi when Sir Malcolm

Delevingne did not make any formal protest.

If, however, he is going to make trouble

about giving an assurance as to the purchase of Persian Opium it would perhaps be best to say

nothing about it whatever. There is no real

necessity to say anything in view of our despatch

I would suggest, therefore, that we might

proceed as in drafts herewith.
